Library Collection Development Policy

  2. Overview: In fulfillment of its mission to provide effective support for the educational mission of the College, the Department of Libraries and Information Services is committed to identifying and making available to students and faculty the necessary print, audio-visual, or electronic resources to support each curricular offering. The GCTC collection, however is not in a single location. The bulk of the physical materials (books, journals, videos, etc.) reside on the shelves of other libraries in Northern Kentucky, principally Northern Kentucky University, but they are freely available to students, faculty and staff of GCTC under cooperative agreements. Reference and electronic resources (databases, catalogs and electronic books) are available at the Learning Resource Centers on GCTC campuses.

    Regardless of location, however, LIS is responsible for creating, maintaining, and
    making freely available a collection of materials appropriate for the various curricula and programs offered by the College. This is done by or under the direction of the Director of LIS, who consults with the Libraries and Information Services Team of faculty members in determining the best mix of materials to incorporate into the collection.

  4. Procedures:

    a. Materials selection

    1. The principal criterion for adding materials to the collection is their value in supporting the curricular offerings of the college. Secondarily, within budgetary limitations, LIS will attempt to add materials useful for the professional development and research of the faculty. Materials of general, non-professional interest are outside the scope of GCTC collecting, but are readily available in other local libraries
    2. The primary focus of GCTC collecting is electronic. Recognizing the growing importance of electronic access to information, we expect to offer a rich selection of materials in that format (including databases, eBooks, eJournals, and electronic reference sources). Traditional books, journals, indexes, etc., will be obtained as backups to electronic sources or to fill defined needs that electronic sources cannot fill.
    3. Responsibility for selection of all materials, either electronic or physical, rests with the Department of Libraries and Information Services, although the department will give considerable weight to the needs of the College community, expressed through the LIS Team or directly by individual members of the faculty, the staff or the student body. Regardless of the source of a request, the decision to acquire any item will be based on the library’s evaluation of quality and cost issues, including such considerations as the item’s accuracy, authority, level, relevancy, demand, breadth/depth, format, professional reviews and evaluations, and cost.
    4. Textbooks will not be purchased for the GCTC collection
    5. Theses and dissertations of GCTC faculty and staff members will be collected as availability and budget permit.
    6. b. Request form A form for faculty, staff or student requests for books or other materials in their disciplines is attached as Appendix A.

      c. Collection management and deselection
      1.The Department of Libraries and Information Services is responsible for maintaining the collection of materials in such a condition that it optimally supports the developing curriculum and other needs of the College. Besides acquiring new materials as described above, the Department will also review the collection periodically and remove materials which are significantly outdated or have deteriorated physically to the point of being unusable. Before disposing of materials, LIS will seek the opinion of the relevant discipline’s faculty, but the final decision on keeping, disposing or replacing materials rests with the Department of LIS.

      2. Materials which are lost, stolen or damaged beyond repair will not
      automatically be replaced. The need for such materials and desirability of replacement will be evaluated in the same manner, and under the same
      selection criteria, as the need for new materials.
